Purchasing Manager

Department: Administration
Location: Des Plaines, IL

Manage and coordinate material control functions to ensure effective purchasing, receiving, storage, retrieval, delivery and materials accountability systems to support organizations within the area of responsibility.

ESSENTIAL FUNCTIONS:

1. Timely procurement of goods and services for the best value and quality, utilizing the preferred vendors relationships and contracts – but also keeping in mind our responsibility to local and minority-owned vendors.

2. May design, develop and implement purchasing information systems

3. Negotiate and manage master supply agreements, ensuring that contractual terms are favorable and aligned with Maryville’s strategic goals.

4. Establish goals and objectives to meet acquisition requirements and mission-critical needs for goods and services ensuring that procurement meets legal requirements and follows the standards for Federal and State Grant compliance

5. Create requests for proposals (RFP) and reviews bids. Create contract, negotiates terms, and implements services; ssist management with assembling and maintaining high quality lists of potential bidders

6. Collaborate with legal and finance teams to develop and maintain robust contract management processes.

7. Maintain contact with vendors and service representatives to ensure that materials and requirements meet established standards.

8. Plan and conduct meetings with personnel to ensure compliance with established practices, implement new policies and stay current with changes and standards.

9. Participates in continued performance quality improvement

10. Perform related duties as assigned.

MINIMUM REQUIREMENTS:

Education/Experience:

· Bachelor's Degree Business Administration, Supply Chain Management, or Healthcare Management Required

· A minimum of five years work experience in purchasing, procurement or supply chain management required, healthcare industry experience preferred.

Skills /Knowledge:

· Strong analytical skills, specific to data management and reporting

· Exceptional negotiation and contract management capabilities.

· Knowledge of standard procurement and recording practices.

· Knowledge of electronic data systems for inventory and materials control.

· Ability to apply knowledge to maintain required federal and state regulations, standards of purchasing.

· Excellent communication skills, both verbal and written

Physical Demands:

· Required to frequently sit, stand, bend, stoop and walk, sometimes for extended periods. Ability to walk up and down stairs.

· Required to lift/move objects weighing a minimum of 20 pounds.

· Must have visual, hearing and learning capabilities sufficient to perform essential functions defined.

Environment and Scheduling:

· Work is performed in designated administrative office settings and program sites.

· Duties may involve contact with youth who may be threatening, aggressive and/or under the influence of drugs or alcohol.

· Must be flexible and available to work additional hours when necessary.
